Any idea what the hell in UC 0096, i.e., after only 4 years after the "Char`s Counterattack", another "NeoZeon" needed to spend and so little resources on the development and production of new crappy MS, while there were already perfect "Geara Doga" has already passed the battle-tested?

The actual answer is that the Geara Zulu is a cheaper-to-manufacturer Geara Doga and there weren't that many of them. Most of the remnants were using old suits. The Kyshatriya, for example, is using old pyschoframe from Anaheim.

Same reason the Federation had an entirely new generation of forces in Zeta, only eight years after 0079. Sane reason why Zeon had a large variety of suits in ZZ, despite only really having the Gaza-C and Qubeley in Zeta. Same reason Neo Zeon had an entirely new line of units in Chars Counterattack, only five years after ZZ. Marketing.

Axis was preparing for years for a blitz on the Earth Federation, and a lot of their suits were pretty experimental, like the Gaza C cracking in half when it transforms. They just needed a big quantity of fast agile Mobile Suits.

The Zeta Plus has been around for years, and the ReZel is just a Methuss/Zeta hybrid.

Frontals fleet had all the cool new toys, and even then Sinanju was stolen from the Feds and Kshatriya was an old Axis model they had lying around so they had a whopping one new MS design in the Zulu.

The rest of their space fleet had to make new with stuff like sending out Quess's first new with a salvaged arm from a Geara Dogs, and the guys on earth had junk dating back to the one year war.
