The focus, as far as I know, is on the plight of the main character, Master Chief, and the Spartans and the aliens and the like.
Power armor is present; so too are machines. However, you aren't made to focus on the armor, but the Spartans. Similarly, the machines aren't the draw. That's what makes it "not /m/". The machines are not the focus, but a supplement of the conflict and story at hand. They are sides.
40K is similar. The draw isn't the giant robots. There's plenty, yes, but the focus is epic conflict.
Mobile Suit Gundam's draw is the machines. The characters and politics are there, but the Mobile Suits are the draw. Later entires skirt this a little (mainly just 0080) but the machines are still the inherent focus even then. /m/ material is about and involves focus on machines.
Halo is about and focuses on the conflict at hand between the alien dudes and the human dudes as well as the protagonists' struggles. The machines they're using to fight aren't the selling point.
