Nuclear reactors do this chain reaction at a controlled rate (instead of blowing up into a mushroom cloud resulting from a continuous, uncontrolled chain reaction). So even when the reactor is "turned off", the fission continues for a period of time, thus the need for continuous cooling. And even after fission, there are huge amounts of "left-over" heat produced and that, too, needs cooling.
So turning it off like that is bad.
