With Zeta 3 and Zambot Gundam, you're left with the feeling that everything that everything they did was for noting, despite their recent accomplishments. Even though he was wrong, Scirocco Computer Doll #8's speech still makes me sad.

What makes him such an effective villain is because despite how flamboyent and aloof he is, he's still VERY good at killing and terrorizing humanity, and gets away with killing a lot of people, some of which are close to the main cast. Not only that, they show what a rough time all the refugees are having, and how it makes it that much easier to round them up.
There would be no point in having him if you're not going to let him be effective. His actions have to not only get under the character's skin, but the viewer's as well. Other than that, he'd just be random kill mcedgy. Like 2 million people die on Gundam SEED Destiny, civilians, no less, and it's nothing more than a footnote in the series. Characters watching the events fold from afar sit down and talk a bout who they can blame rather than the destruction. Nobody in the series gives a shit, so I don't either.
