The speech center of your brain basically caps after a certain age; IIRC in almost if not all cases involving feral children they never learned to speak. I'm not an expert but it sounds like once you lose the opportunity it's gone for good. It's also why it's so much easier for children to learn second languages than adults. Considering that, I think it's fair to assume that if a child never learns basic speech skills, or stops practicing them shortly after learning them, they would forget or lose the ability to re-learn them.

Of course, it's also possible that it's voluntary muteness due to her simply being very bad at spoken language from the years of disuse and being too afraid to try it or assuming she doesn't know how anymore even if she was physically capable. You wouldn't force her to re-learn to speak if she didn't want to, would you anon?

Only two of those stories mentions the children learning to speak more than a few words, and one specifies the ability didn't surpass that of a five-year-old. Which is sort of exactly what I was talking about. It's clear that in the vast majority of cases the ability to learn language is severely impaired.
