Are you searching for story material/suggestions?
How about a group of little foals from the Manos Youth and their Brownshirt leader from one of the farther away cities with little followers, make a pilgrimage to Ponyville City the capital of the movement to present their flag and to see with their own eyes the wonders of an enlightened new age city under Manos. Are they going to be delighted or disappointed... Picture related.
Or this one: Since Manos' influence hasn't spread all over Equestria yet, the Brownshirts in town X are a small minority and have to "fight" against ridicule and animosity from their fellow pones. Will they give up or not, are they going to receive support even if its just moral one... who knows!
Hope you like them and they're somewhat useful to you when you're out of ideas.

I think Starlight's little village is isolated enough for her not to become a problem. However the staff of sameness doesn't actually do anything as its Starlight's own spell the does the whole 'cutie unmarking' thing.

Manos could send some ponies to Starlight and perhaps she could disappear in the middle of the night. We could use a spell like that but all we need to do is learn it. Further more if we captured this little town it'd be the perfect remote re-education facility or even a place to keep some troops in case of a rainy day. The fact that shit like that went down there unchecked before Twilight went there is proof enough ol' sunbutt doesn't really monitor some parts of Equestria.

Manos could stage and an army right under her little horsie nose.

Another thing that should be noted is that if towns like Starlight's exist, there could be other little isolationist villages out there in Equestria where Celestia's sun don't care to shine. I always think about that. It's best that security measures in Manos' Reich be upgraded. With Celestia becoming more and more aggressive in her negative stance towards Manos it's not unreasonable to suspect that she will sic her sister's Nightwatch spies on him, and her Daywatch double agents. Thusly, I'd think it appropriate to send our own double agent, and keep on a constant sweep for spies from the Equestrian Loyalists. as far as i know it is thus; feel free to correct me

1 Humvee - though possibly broken down and in process of reverse engineering

3-4 small arms in R&D and Manos' own sidearm 2 of which are shotguns

basic time period weaponry (swords shields etc)

unarmed yet slightly armored crank powered tanks (looking like those from WWI)

a slightly modified version in production possibly looking like Panzer I or similar light tanks thought still unarmed

possibly in the future: sidearms adapted to ponies, and a rough idea on how to make a mg34, though no actual testing as of yet.
