I'm not trying to meme or anything, but she does actually show a lot of symptoms of autism.
That being said, it's far from being the only facet of her character. Despite her apparent coldness and monotone voice, you can really tell when she's being sinscere. That scene with her and Pinkie on the train heading back home really sold the character for me.

To directly answer your question, it's autism.
