For all we know, EVERYTHING in Equestria's world has some level of magical ability (Griffins can fly, Dragons can defy nature in a myriad of different ways, etc). Equestrian ponies just happen to have enough by nature to physically/mentally utilize through their strength, flight, sorcery, and love magic. That's likely the reason Tirek, Chrysalis, and The Sirens all targeted ponies at some point despite all being of foreign descent.
