It's seen as above those as it maintains accessibility despite introducing a wide variety of sounds/instruments/concepts that can come off as experimental and thus offputting, doing art rock the best it can. Only albums that I know that does that concept of art rock better are OK Computer and Dark Side Of The Moon.
