What probably is going on: If you can't get it to shift at all, your cable is probably wrong. If you can get it to shift but it will shift to a smaller cog after you let go, it's probably because the shift lever is loose in which case you need to tighten the bolt in the shift lever.
Stop being so fucking unclear though, it makes it really hard to help. "Gear" is ambiguous because it can refer to sprocket or gear ratio. "First two easy gears" is ambiguous because it could refer to small ring with large and second largest cog; or to large cog with small and big ring; or to two biggest cogs regardless of chainring. And "right shifter" I am only assuming refers to rear shifter -- some people route the right shifter to the front derailleur.
So let's try again. What exactly is happening? Is it only the rear shifting you are having issues with? Does it make a difference what chainring (front sprocket) you are in? Can you get the chain to shift onto the difficult sprockets but it just won't stay there, or it won't shift at all?
And to make things more clear, please use the following terms:
Chain ring (refers to front sprockets)
Cog (refers to rear sprockets)
Front shifter and rear shifter (as opposed to left shifter and right shifter)
Gear ratio (refers collectively to the chain ring that you have selected and the cog that you have selected)
DO NOT USE THE TERM "GEAR", too ambiguous
