The tyre width is in decimal and not fractional inches which I think is more of a European thing, however it's not a French size (closest would be 500A). It's also the same size as some wheelchairs, probably the only reason it's still possible to get tyres for it.
Sheldon Brown just lists it as a juvenile tyre size, no other info on it.
