yes it helps to have the car to take to track without trailer, but you can also get club plates as well so you drive it to track... and i'm pretty sure the club plates are cheap too.
but i bet you wouldn't be taking your car to the track too much if you had that car street legal for cheap, even with a track nearby.
if you do want a car, then get a car that's already pretty much stock with good power. or a car where you can put in performance mods pretty easily without them knowing... then get a mechanic a slab of beer for him to sign off. cars like skyline/supra/evo/wrx/commodore you don't even need much mods unless you want an insanely fast car that won't even be good for driving on the road often... would only be good for acceleration/top speed, people be stupid so it's like this
getting car rechecked once a year i don't get how thats bad. getting brakes isn't going to be that much. and you can just sneak in mods like turbo, pay off mechanic to just pass it anyways and cops won't know if they check it.
or get older car and keep it stock looking. you can get naturally aspirated cars with same engine as model car and it won't even be counted as 'modified' i don't think since it's same engine as car had in same model (say 16v engine to 20v, both engines in same model car)... but i'm not really sure on that.
a naturally aspirated car won't stick out to cops who check over the engine bay, especially if it's not 'shiny' looking like i said. say a civic with better vtec engine, or corolla ke with 4-age.

i'd only get coilovers done. even then you could try paint them black and they'd look stock. cops would only pick them out to be non-stock from the strut tops (try cover them up like stock ones or something and not have too stupid camber)..
