Software doesn't cost any more. Considering they retune the ECU for lower power etc it's safe to say they also retune the traction control and the cost saving of not doing so is negligible.
The cost savings will be made in materials and specifications and of various systems like transmission engine, suspension and their subsystems, not software as the aim is to give the best value product, not just downgrade till the product is shit.
So expect cast pistons, valves made from "normal" steel alloys, iron exhaust manifolds, journal bearing turbos, fewer heat exchangers, etc etc.
The computer controlled brake-diff was banned after 1 season in the 90s, so it's fair to say the P1 system has little to do with it.
