If you take an FWD car and and RWD car with identical weight, tires, and power, then yes, the RWD car has the potential to be faster.
However, in the real world, it's not that simple. For one, FWD cars are easier to drive and more forgiving of mistakes, which means less driver fatigue and sometimes better performance out of an amateur driver.
Second, FWD drivetrains are very compact and light. An average FWD performance car has a substantial weight advantage over an average RWD performance car of the same year.
FWD cars have a lot of weight over the front wheels, which makes them good on corner exits, if they're set up properly and have an LSD or torque vectoring. They can also be driven very hard into a corner and pull themselves out.
In the real world, the advantages of each platform pretty much balance each other out.
