I'm 80% sure in my car it locks up from braking rather than movement. I can spaz out like an epileptic at a rave while stopped and it won't lock up.

Mostly this, atleast on older vehicles, not sure about new ones. Last one I took apart there was a little weight that would allow the seat belt out if it there if only gravity was pulling it down. If the belt was pulled too fast (which had to be pretty quick to get this to happen) the weight would spin and lift up a little, causing the belt to lock. When the vehicle is stopped quickly, the weight shifts forward and locks up the belt. Atleast its something like that
