How to Write a Proposal for a State Park?

Near my house is an old abandoned trail. It was about 300 acres that Aetna Insurance Company bought and turned into a park for its employees, but they left about a year later.

So now it's blocked off (to most people), but it has a beautiful brook running through it, four or five unique trails, two old baseball diamonds, a picnicking area, and parking for well over 1000 vehicles.

And nobody can touch it because Aetna still owns it.

How would I go about writing a proposal to my local government to convince them to buy and maintain the land? I mean, I live in a pretty big suburb, and this place is right near a bike path and about 10 different condominium communities, so there's definitely a big population that would use this place. It's so beautiful, it just seems such a waste to not let the people explore.

So... Drove 10 hours and did a small section of the AT in the GSM. Dumbass me didn't take a footprint for my sleeping pad. Poked a hole in it the first night at a shelter. Slept flat on the ground/slabs the whole week. Not miserable, but wasn't the best. Got some of that tenacious tape at an outfitter the last day we were there.... How do you properly fix on? I will be buying a thermarest patch kit this week.

I'd really like to get into more outdoors activities. I'm a bit busy with college at the moment, but I'd like to plan ahead for like vacation trips and such.

What are some good things to do while enjoying nature? I think the idea of backpacking sounds really intriguing, and anything I could do that involves traveling by river would be neat.

What are some things to consider for a first timer? Some easy camping trip ideas, or hiking trips for beginners? I'd really like to do some long term hiking eventually, but jumping straight into that doesn't sound like that good of an idea.

I already have a mora bushcraft knife and wetterlings bushman axe

Also a thread about the best high end but not crazy money large fixed blade knives would be good.
