No video, no pal/ntsc, no fps at all. No paling effect in the slightest way.
It looks like a long exposure picture to me. Unfortunately OP did not give any useful information.
From my point of view the artifacts look like sensor reading errors during the long exposure .. I think the background is moving and something went wrong when mapping the data .. maybe strange reflections messed it up it whatever ..
