there are stipulations in these alliances that make certain vulnerabilities appear for the states involved. naturally, this makes opening up to russia a difficult decision that could only be had if every member of NATO was convinced russia was sincere in uniting most of the world. clearly russia has not convinced all of the members that this is the case, and, in looking at the last 50 yrs, it isn't hard to see why.
