I think a lot of cops are probably more vigilant and perhaps sometimes rougher with blacks. It would make sense since they're more likely to be violent and police who deal with them on a daily basis know this.

I live in Baltimore bros in the Federal Hill area on the peninsula with Ft. McHenry on the end.

The inner harbor area is the only decent part of Baltimore with no dindus. Its expensive but my gf and I can walk around with out much worry.
