Some of the factors which made Rome superior:
-Extremely disciplined, severe punishments if undisciplined. Soldiers would at all time hold the line because of this and follow orders during battle. See for example how fast they could make new formations, throw their pila all at the same time at the same angle, etc.
-Advanced militairy tactics through experience. Superior battle formations, etc. Cohorts could be considered as small death machines steam rolling over enemies, churning out corpses.
-Logistics and administration: god-tier. The Romans always had engineers and high level administrators in their legions. This made it possible to build camps within a few hours, bridges, etc. Through a well kept administration they normally did not have to run out of supplies to keep the death machine going. Also ROADS. Most underrated concept when it comes to logistics and administration demands.
-Superior gear. Through experience they learned what gear worked best. See shield, gladius, pilum, ballistas, etc.
-Super Class General: Romans we're one of the first armies to have Generals which could be considered in their own super class. These militairy minds were constantly occupying themsleves with the art of war. Almost no other army had these (Hannibal being one of the exceptions).
At the time with the knowledge and technology available they had perfected the art of war.
