If the government gives any allowances to poor families based on the number of children they have, that basically incentivizes them. Especially if their actual income is under the table or otherwise not taxable.

People breed more when they are comfy.
Whites are not comfy because their country keeps going down the drain. However, Mexicans go from a shithole, to a decent country, making it worse for everybody but themselves.
