Could you see ISIS/Islamic State territory being used as ground zero for operator training?

Think about it, we could just send candidates over there as their final test, collect five ISIS skulls or whatever. No need to worry about RoE accountability or collateral damage since it's basically the Wild West anyway.

You can pretty much do anything, it's not like there are any hard observers on the ground.
