Do you think it's reasonable to deduce that the evolutionary reason negroes are so underdeveloped is because they didn't have to struggle with the same obstacles more successful civilizations did? Like how the whites in Europe had to deal with troubles like weather, food supply, conflicts with neighboring peoples, etc? The negro (and other groups living near the equator) were able to be lazy while other groups needed to really fight to survive, which made them stronger.

You look at all societies that encountered the negro: the Romans, the Chinese, the Indians, the Arabs. They all say the same thing: black people are lazy and short-sighted. Even Ghandi didn't like them.
