If we're talking about First/Third World (Second isn't really a thing anymore), I'd say the role on the global stage is a much better way to go by.
Going back to India, you've got a significant population that don't even consider themselves part of the state. People that literally shit in the streets. Yet the nation is a nuclear power.
Where do we place India? 1st world, or 3rd world? When looking at India, do we look at Bangalore, or do we look at the southern cape?
