China is not looking to increase their population to breed more soldiers, it is the last thing they need. Even in the height of a major war they have hundreds of millions of able bodied men.
More mouths to feed only equals more logistical challenges. The country already relies on food imports.
They definitely are not looking to swell their population in preparation for hostilities. They would actually be more effective with a smaller population if it meant they did not need to import food.
Besides millions of soldiers may have worked with WW2 soviet zerg tactics but now machinery and ordinance are more important than grunts.
