Americans have become so terrified of criminals and those who break the law that they don't want them back on the streets - ever. The root cause of this is the general weakness and feminization of society. IE: liberalism.
Essentially, people are terrified of people who break the law because people feel too weak to stop or control a situation where someone acts against them. It is the reason our society is a bunch of passive aggressive mass shooters instead of angry drunk brawlers, as we used to be. It is the reason people cut other people off on the highway and then get ran into. It is the reason people work a shit job for 40 years and kill themselves. People don't understand how to be assertive and/or how to handle confrontation in a positive way. I'm painting in broad strokes here - there are certainly people that are not like this, but for society to behave this way only a majority need to be like this, and we have a large majority like this right now.
People don't want 'criminals' out on the streets. Once you are a criminal it stays with you. People hate you, people are confused by you and people are afraid of you.
Also, people don't understand how easy it is to go to prison, let alone county.
I went to prison. I graduate with my M.A. at the end of this year. My classmates literally will not believe that I ever went to prison - and I certainly don't push the topic.
tl;dr
rehabilitation system does not attempt to rehabilitate, the new purpose is to keep 'the scary men' away from the pussy faggots that are our general voting population. Break a law and it now fucks your entire life.
