He did ban every single one (at least outside of the /co/ thread), it didn't work because they just evaded anyways and continued shitposting because they knew it pissed everyone off, including the mods.

Rule 15 was pretty much fucked long before /mlp/ was even made, it basically said "If people are pissed off enough by it, it will be banned from the site", which only fueled the fire since that meant faggots could just post the same shit over and over on /b/ to piss everyone off automatically and also meant that other faggots could also bitch about something and claim "It's the new MLP!" in hopes that mods will ban it. Remember when /v/ had that whole shitstorm about Splatoon? They thought "Well, people were pissed off about MLP and it got banned, maybe if I bitch about something I don't like long enough, the admin will make a rule against it!".
