Doesn't seem like they're enforced at all. I don't mind insults on /pol/ though, but I think if it was selectively enforced it'll tackle a lot of the shitposting that goes beyond just simple insults.
The weirdest thing is that /b/ actually pulls their punches more than /pol/. It's hard to believe, but a lot of people on /b/ actually give up when they realize that "ur a faget u mad" is not actually making anyone mad. /pol/ does entire threads this. Sometimes I don't even know what they're debating because it derails into people throwing insults back and forth.
So if #2 is selectively enforced to get rid of that, cool. I don't mind your general "You're an idiot" thrown into an argument, that's fine.
