Why don't /mu/'s mods enforce rules regarding post quality at all?

The exact same threads have been posted for over a couple of years now, and entire unrelated threads go undeleted for way longer than they should be allowed.

Actual discussion threads are constantly derailed by shitposting (the guy that always posts those dumb black and white comics is an example).

When will mods start caring about /mu/?
