Either way, germans invented modern war in WWI. Submarines, first to trench, first to double-trench, sending agents to get Russia to rebel, flamethrowers, massed artillery, flying aces, planes spotting for artillery, advancing under support artillery fire, they did it all. Except diplomacy and propaganda.
Man, the germans are so bad at human-related stuff.
