Would I be better off getting a grad school letter of rec from:

A.The instructor of my senior project class who I interacted with regularly (not always well, but well enough) and does not have a PhD

or

B. One of the professors from one of my upper div engineering classes who I barely interacted with directly, but obviously holds a PhD

I am currently in need of one more rec letter and want to know which would give me better odds.
