Astronauts tend to want to come home afterwards, rovers don't need as much oxygen or water and people get less upset when the wrong units being used causes rovers to slam into a planet.

Venus is too hot with too much atmospheric pressure, Rover would get crushed and melted quickly.
Mercury is difficult on account of its proximity to the Sun, fucking up satellite orbits and insertion, and mercury has dick atmosphere.
Anything past the asteroid belt is off limits with current technology.

Mars is the currently the safest and most interesting/economically viable place to send rovers.
