Basic fucking chemistry. If it has more or less than 1 electron, said state by definition is unstable and short-lived. If it has more than 1 proton, any number of electrons not matching this number will also be unstable and short-lived.

Thus, chemical reactions will be dominated by the stable state, which tells you how many electrons, and subsequently, how many protons, are in the substance.

WTF is this, highschool?

As it stands, doing basic fucking chemistry is how they developed that model in the first place, so yeah, its STILL my answer.
