Rugby is extremely popular in the southwest part of the country, even more than divegrass in some specific places, but basketball is the 2nd most popular collective sport in most of the rest of the country (especially in the north or on the Atlantic coast, plus some other specific places).
Also, much more people actually play basketball than rugby.
However, when it comes to tv ratings, rugby is definitely much more popular, for some reasons.
Basketball was relatively popular, maybe more than rugby, during the 80's and early 90's, but was overtaken by it starting 1995. Yet, it's recovering a bit and is growing a bit more popular. Also, the arenas are full, the attendance rate is around 85% or 90% for almost every clubs.
