The ref took forever to respot the ball, so Marshall was unsure of where to line up because the LOS was ambiguous, so he kept shuffling to line up. This happens lots of times during the game Usually the refs behind the receiver lets him know when he's ok and it's not a penalty, as a courtesy, this is why you see WRs pointing at line refs during a game to check.
In this instance the ref clearly ignored Marshall's pleas for acknowledgement of the spot as good, and then called a bullshit penalty due to his own error and lack of professionalism.
That's why Marshall was instantly pissed at the ref, and if you watch the replay you can see him waving at the ref behind him furiously in the seconds leading up to the flag where he keeps adjusting spots for the ref.
