SF is very open minded and you can basically do whatever the fuck you want if you're not bothering anyone. impromptu park parties happen basically every day, especially in Dolores Park and are comfy as fuck. There's a pretty good art scene too. Unfortunately a lot of the freedom and culture of SF has mostly been completely erradicated by clueless tech bros and resembles more of a frat located within a city nowadays. I recommend you shop local, don't be absorbed in your phone, and just generally get out there lest you be lumped in with them, since the few remaining SF locals consider the tech employees to be modern day imperialists, driving all the locals out financially.
The Peninsula is really small town-y and naturally beautiful. There are loads of places to hike/rock climb/ be outdoors and a good sense of community. It's just expensive as fuck and has awful traffic.
Really the place to be in the bay area now is the inner east bay, particularly Oakland, Berkeley, and Richmond. It's more in tune with what SF used to be ~10 years ago and its pretty much the last place in the bay that has a lot of cool shit and people that doesn't cost your first born child.
