Calfornia, specifically Southern Cal. That is where the best clubs in the country are. That region is regularly scouted by Liga MX and European clubs. More US national team players from SoCal than any other region. Mexico NT has players from there as well.

Illinois is probably the best, just because of Chicago (I think PSG actually has an academy there). Soccer isn't that popular in Illinois, but it's completely non-existent in other Midwestern states.

nah bro, all over Texas, especially DFW. I never played but I had plenty of friends who did and were really good. ALL of them played on club select level as early as elementary.
