Can someone explain to me why rodgers has a slightly higher rating than Brady?

Brady has him beat in percentage, average yards per attempt, 1st down percentage and throws less picks.

The only thing rodgers has over him is sacks

It seems to me that passer rating is very flawed and overrates rodgers quite a bit
