Best defence is probably a parry, at 19 (he's going to have Combat Reflexes), so that's 11, +1 for weapon master, another +2 for his off-hand parry (either a second weapon or unarmed skill). Total 13 for Defence.
Best attack is at skill 30. I think this is best done as a Skill 21 triple rapid strike for 33 attack. It not clear to me if you add that to the best skill-5 or whether it replaces it. I think it replaces it. This dude probably has several other combat skills at around 20, so let's add another +15 TS for those as well as +3 for weapon master. 64 so far.
Damage for a weapon master is likely to be around 4d+5 cutting, so another +18 TS, bringing us to 82.
He's probably got around 15 FP, plus Fit and Breath Control, for another +8. HT 15 plus Fit and HPT is another +8. 14 HP would give another +2, bringing us up to a nice even 100.
Move is probably pretty ridiculous; let's say 11 plus Enhanced Move 1, for +12 TS (and giving him the Cavalry feature).
Will is probably pretty high too. Let's say 17, so we get to a grand total of 120 TS (including another +1 for combat reflexes.)
I'm guessing that wushu films count as 'larger than life' for an austerity multiplier of 1.5. Final TS 180 Cav, Rec.
One thousand dudes is about 100 units, let's say medium infantry. TS 300.
The thousand dudes get +2 for relative troop strength, but the Weapon Master has +3 for cavalry superiority and will probably win the Recon contest if the enemy aren't led by especially good officers.
So long as he bought a decent level of Tactics and the enemy aren't especially competent, one guy can beat one thousand enemies in this system, at roughly the skill levels and assumptions I would expect from the source material.
