Don't even know what it is, but if it is a kid's show, 7tg/ made kidpunk a while ago. It is a setting centered about kid characters in cartoon shows

Alternatively there is a /tg/-made RPG inspired by the setting of Welcome to Nightvale that I assume would also do you right.
