late medieval early Renaissance there were fencing schools were any people who had the money could learn from a master. And during these times the "master" thing weren't given easily. Except in Italy of course but John Silver made sure that EVERYONE knows that italians are shit.
But important thing is, regular soldier weren't really a thing for most of the medieval times, at least not in a way how most people imagine it. But what you needed you learned in the camps or when you were recruited and trained... or not and died.
Town guards weren't really existed in the sense as D&D makes you think.
Also in german cities during early Renaissance most of the time if you wanted to settle down in a city inside the walls you had to buy citizenship and present some kind of weapon and armour, the excat things changed from city to city, but usually this meant that the wealthy citizens (those who have houses and shops and shit like that so probably won't run away as they are invested in the city) have some kind of equipment if shit hits the fan.
