It's okay as a casual deck, but basically won't be able to do anything in a competitive format where its few unblockable win cons will probably be removed, answered, or outrun.
A few words of advice? Don't run Taigam's strike, it's redundant because all of your attacking creatures are already unblockable. run better pump spells, consider splashing another color to do so.
If you really want to stay in mono blue, run four Delver of Secrets. In competative modern, flying evasion is usually as good as unblockable.
run countermagic, drop some of your bad enchantments.
If you want to go faster, drop your defenders for more pump/protection/card draw
It would be relatively simple to switch this to green blue and make an infect deck. Not a tier one infect deck, but a decent one. Just add some glistener elves and some other cheap infect creatures and then green pump to go with blue protection. Much faster, and much better. Still cheap b/c yavimaya coast costs less than 2 dollars. Then you can run distortion strike (never Taigams in modern).
Also, windswept heaths and breeding pools are still relatively cheap and will greatly increase the consistency of an infect deck.
