Good dumb action films, like Dredd and Mad Max: Fury Road, keep the action on fairly constantly and the plot is simple enough that you can nearly always follow what's happening. The action scenes are also surprisingly complex too, a lot of work went into Mad Max specifically to get fast frenetic action that was very easy for the eye to follow.
Pacific Rim had too many B plots (Mako's trauma, wassisname's radiation dying, the irl aussie shitposter and his dad, those fucking nerd blackface scientists) which made actually following the point far harder than it should have been. Did you forget about Kaiju Bloom the second the mechs really got going? I know I did and I suspect the producers did too.
