The Templars were primarily bankers. While they had money they had shit for allies and you could probably get the local government to attack them in the 13th century.
The Teutonics are a relatively tiny Order in modern day Prussia accomplishing fuck-all and getting their shit kicked in on a regular basis. Hell if you moved to Russia they'd never even be able to lay their hands on you.
Hospitallers/Knights of Saint John meanwhile are the largest Order (especially as they took in Crusader bros from the disbanded heretical Templars), control the most territory, and have virtually impregnable island fortresses that stood up to world powers trying to raid them.
Plus by the 15th and 16th centuries, they had motherfucking gun knights, something IIRC the Teutonics never really fielded.
