It was by Roysten Crow, and was obviously intended as a published novel, but maybe GW didn't like it, or there was some other problem, I don't know. Thing is, it's basically an unpublished Skaven novel. You can probably still find it on the Internet if you look hard, but holy shit you probably shouldn't.
The main character is basically Skaven Jesus, bred and engineered by his father (who's of course Morskittar, one of the Lords of Decay) to be the figure of a prophecy who's going to be the salvation of the Skaven race and unite them under his rule. And by fucking god, he's exactly as fucking overpowered and Mary Sueish as you'd think.
He can fight like the best warriors, off-handedly casts fucking powerful spells, has all the magic items you'd ever want, and is an incredible mastemind who makes everyone dance to his tune without even realizing anything AND comes up with new, better skaven technology left and right.
Also, Skaven were portrayed in similar light in general. All other races just fucking fall before them and get killed like it's nothing.
