If it's fantasy I plan way too much. Lots of elaborate maps, often several of the same city to get all the districts, underground sections, and large buildings mapped out.
If it's intergalactic sci-fi I don't plan at all. Cities are so big yet easy to navigate in the future that I don't really care to make a map for most of them.
That and the fact that there are millions of cities and I have no way of knowing where the players might wander to next so it's just better to make some probably generators regarding what industries each city will have and make the rest up on the spot.
