The telepathic ability also forever scars humans (in the novels) that come in contact with the Queen. They theorize that giving your prey horrible nightmares for life makes them easier prey. Once the xenomorphs take over Earth, some humans become legit race-traitors and hunt down other human hideouts for xenomorph infestation. I don't recall if the Queen was mind controlling them or not, but the telepathy helped keep them docile.

The thing is, Space Jockeys are amoral pricks that hate xenomorphs and don't give a shit about helping us. In one of the books, the Space Jocks basically allow Earth to be overrun so that they can conquer it later.
