Basically, you need
-A majority of people that don't see this as Chaos bullshit
-A set of people with the knowledge of Psyker things
--A sub-set of people with the willingness to try.
--A sub-set of people with the power to do so
-----A sub-set of people not afraid to do so
Etc etc. Not to mention that the people with the knowledge to do this are also in the know regarding the Heresy which means that making superhumans is considered a TERRIBLE idea already

Then again, Emps most likely didn't start out as powerful as an Eldar god. He also didn't need to since unlike them he was embodied so he only needed to keep Chaos "out", rather than "away" in order to not get eaten.
