Another boatload of migrants have arrived, all half starved from the famine at home, and more than happy to work any job that provides their daily bread, or more accurately, their daily cornbread or tortilla, a new form of bread invented by the colonists that goes excellently with fried goat and mashed potato. Along with them comes three more merchantmen, none of them crown vessels, all of them more than happy to sign on with ther colony, and one sloop of war, a defectee from the city of Ogham, eager for the stable work and profitability of colonial work. Along with them, comes a document.

This Document, is a royal, city charter. The colony is henceforth, and forevermore, the first city in the new world, the first permanent, self-sufficient settlement constructed by any of the nine kingdoms. As such, you have received a new rank, title, and commision, along with a sizeable estate. You are, to be henceforth known as Viceroy Marchesbald the First, Prince of [As Yet Unnamed region] , supreme reprasentative of the King's interest in the Keening Sea, with much more authority than previously, so long as you continue to send food and wealth back home.

Now, it is finally time to name your settlement, and your Viceroyaltyl (E.g. The Thirteen Colonies, New Spain)

Start putting the new immigrants to work by paying them to clear the surrounding land. Send small detachments of soldiers with them, no more than 200 from your main force in total.

Clear locations farther inland for farming villages. New migrants will be given land to clear and farm. This will expand Silburgh's control over the surrounding area and create a defense in depth from possible inland enemies.

You organize several expeditions inland, with companies of soldiers accompanying them, to clear out some new land, detached from the settlement. They are organized by reprasentatives on mission, administrative officials appointed by Dupont. They set to work almost immediately, establishing three villages in total, sixty soldiers at each. They set out to begin farming immediatelly, clearing several acres each and setting up farming. One sets up potatoes, another sets up barley and an orchard of local fruits, and the third sets up mostly corn, but a small farm of indigo rice, previously thought to be present only on the mainland in small quantities, but found by the village in large quantities. Indigo can be sold as a dye, a chemical component, or a very valuable drug. A small area of homes are built at each village, and fortifications are built around each one, the network of watchtowers expanding to cover the new villages.

Several dirt paths connect the villages, and two of them are accesible along the river that passes by the settlement, affectionately named the river Chester, after you. With the new villages set up, it is only a short time until food is flowing back to the city, which is now receiving a slow, constant supply of migrants, being recognized as a a major centre in the new world.

The Populace have become less pleased over time, food shortages now beginning to affect them, as a result of the massive food taxes being sent back to the mainland, which are growing over time, as the famine at home becomes more and more severe. Several printing presses have cropped up, and a few seditious pamplets have begun to circulate the radical side of the population.

Call an assembly of prominent men, opinion makers, and dignitaries shore up support for aiding their fellows back home with food during this time of famine.

Send, on the next ship home, a request for more muskets and powder, in exchange for food. This will help expand our farming communities and repel the natives and Vatians.

You set to work, using some of your considerable wealth to buy out several printing presses, setting up a newspaper, and many monarchist, pro-government pamphlets, spreading the anti-propaganda, in an attempt to hold off the propaganda of the radicals, and quell any republican ideas. It seems to work, for now, but leftist sentiments do not dissapear from the people, which is rather concerning.

Many of the more prominent members of the middle classes seem to have alternative obligations on the day you request them to meet, all having other ''obligations''. The few that do attend spend the day talking, thinking, and loudly wondering why it is that they, honest men, are having to send so much of their own food and wealth back to the mainland, in exchange for very little. It appears you have managed to assemble a body of public officials to oppose the taxes. Whoops.

Around the villages a plantation system , with central houses controlling very large fields with regular patrols and outer fences.

Also send 2 merchant men to scout the as far as we can around the coast, if a disaster happens to one the other can report back.

You send the order for the tailors to begin the production of indigo dyed clothing, sending the order directly to the village. There is no response, none whatsoever from them, and the tailors themselves have apparently proved an excellent conduit for the radical ideas of the populace. They, along with a corps of militiamen, have set themselves up in the indigo producing village, establishing fortifications for themselves, along with a cannon stolen from the town. They demand an election be held to appoint an elected assembly for the settlement, and that all government controlled farms be granted to individuals of this assembly, rather than being held by you personally.
