Historical minis are pretty good for most fantasy. You won't have wizards, but you're golden on fighters and whatnot.
Plastic historical minis tend to be cheap in general, but some assembly required. War Games Factory has some really great kits and some mediocre ones, so look carefully before you buy. Look into Warlord Games, Perry Miniatures, and Gripping Beast, too.
You can generally get a big discount on historicals by buying from the right place online. I use the War Store, but there are others.
